Organ dose reconstruction applicable for a Japanese nuclear worker cohort; J-EPISODE

Low dose radiation induced "health effects" containing cancer risk for a Japanese radiation worker cohort is epidemiologically evaluated using the personal dose equivalent (Hp(10)). On the other hand, Hp(10) is not recommended for epidemiological evaluation of cancer risks, since the Hp(10) is widely used for radiological protection purposes. In addition, the cancer risk depends on organ doses rather than Hp(10). Thus, we developed a new method for estimating organ doses from Hp(10) of radiation workers. The developed method enables epidemiological analysis against Japanese radiation workers by considering the response characteristics of personal dosimeters, exposure geometry and energy, and body size of radiation workers in Japan. In the future, we will reconstruct organ dose conversion factor and will evaluate the risk of cancer mortality and morbidity using the organ dose in Japan.

In a mixed field of photon and beta radiations, the same dose assigned to skin is normally assigned to the dose to the lens of the eye as a conservative estimate of H$$_{p}$$(3). In exceptional cases that a very high beta dose might be imparted of the same order with the dose limit, however, the conservatively biased dose must be too limiting, and thereby an accurate estimate of beta $$H_{rm p}$$(3) is desirable. This article presents a practical proposal of when and how the dosimetry of beta $$H_{rm p}$$(3) should be made.

Energy responses of three types of Japanese rem counters were evaluated by Monte Carlo simulations and measurements. The energy responses for thermal neutrons, monoenergetic neutrons with energies up to 15.2 MeV were evaluated as well as for neutrons from such radionuclide sources as $$^{252}$$Cf. The calculated results were corroborated with the measured ones. Angular dependence of the response and dose equivalent response was also evaluated. As a result, the reliable energy responses were obtained by careful simulations of the proportional counter, moderator and absorber of the rem counters. Furthermore, discussions were made about the relationship between pressure of counting gas and sensitivity of the rem counter. By using the obtained responses, relations of predicted readings of the rem counters and true dose equivalent were studied for various workplace spectra.

Behavior of carbon-14 in the Tokai reprocessing plant

Carbon-14 released from the nuclear facilities is an important radionuclide for the safety assessment, because it tends to accumulate in environment through food chain and has as a significant impact to personal dose. Carbon-14 has been monitored routinely as one of the main gaseous radionuclides exhausted from the Tokai Reprocessing Plant (TRP) since OCtober of 1991. Furthermore, behavior of carbon-14 in TRP has been investigated through the reprocessing operation and the literature survey. This report describes the result of investigation about the behavior of carbon-14 in TRP as followings. (1)Only a very small amount of carbon-14 in the fuel was liberated into the shear off-gas and most of it was liberated into the dissolver of-gass. Part of the carbon-14 was trapped at the caustic scrubber installed in the of-gas treatment process, and untrapped carbon-14 was released into the environment from the main stack. Amount of carbon-14 released from the main stack was about 4.1$$sim$$6.5GBq every ton of uranium reprocessed. (2)Carbon-14 trapped at the caustic scrubbers installed in the dissolver off-gas and in the vessel off-gas treatment process is transferred to the low active waste vessel. Amount of carbon-14 transferred to the low active waste vessel was about 5.4$$sim$$ 9.6GBq every ton of uranium reprocessed. (3)The total amount of carbon-14 input to TRP was summed up to about 11.9$$sim$$15.5 GBq every ton of uranium reprocessed considering the released amount from the main stack and the trapped amount in the off-gas treatment devices. The amount of nitrogen impurity in the initial fuel was calculated about 15$$sim$$22ppm of uranium metal based on the measured carbon-14. (4)The solution in the low active waste vesselis concentrated at the evaporator.Most of the carbon-14 in the solution was transferred into concentrated solution. Environmental radiation monitoring around the Tokai Reprocessing Plant has been performed since 1975, based on "Safety Regulations for the Tokai Reprocessing Plant, Chapter IV - Environmental Monitoring". This annual report presents the results of the environmental monitoring and the dose estimation to the hypothetical inhabitants due to the radioactivity discharged from the plant during April 2000 to March 2001. Appendices present comprehensive information, such as monitoring program, monitoring results, meteorological data and annual discharges from the plant.

There are waste storage pits where non-radioactive wastes generated from plutonium fuel facilities were stored in JNC Tokai Works. But radioactive wastes were found in one of the pit during wastes arrangement works. Therefore we set the pit temporary controlled area and recovered wastes from it. This report describes the radiation control technique of recovery work in detail.

Concerming about the action for the criticality accident in JCO Co., Ltd. And JNC's task force had supported the government of Japan, the local governments and JCO humanly, physically and technically until the jobs of the task force was transferred to "Support Assembly for Countermeasure and Research of JCO Criticality Accident" and routine line on 12$$^{th}$$ Oct. 1999. This report compiled the results of the environmental monitoring performed by JNC based on the request from the government of Japan and the local governments.
